Two towns, two municipalities, two rules on transfer
Wellington is in Drakenstein Municipality. Section 99A of its Water and Sanitation Services By-law (2023) requires the seller to obtain a plumbing certificate of compliance before transfer.
Klapmuts is in Stellenbosch Municipality, whose Water Services By-law (2017) has no such requirement, although an offer to purchase may still make one a condition. We inspect and issue the certificate in both.
Farms and smallholdings
Outside town the water often comes from a borehole or a tank rather than the municipal main. We plumb tanks, pumps and pressure systems, and the geyser and solar side of the house that runs off them.

Do I need a plumbing COC to sell in Wellington?
Yes. Wellington is in Drakenstein Municipality, whose 2023 by-law (section 99A) requires one before transfer.
And in Klapmuts?
Not under the by-law: Klapmuts is in Stellenbosch Municipality, which has no transfer requirement. Your offer to purchase may still require one.
