Stellenbosch by-law: what applies to you
Stellenbosch Municipality’s Water Services By-law (2017) says only a plumber may replace a fixed water heater, and installations must meet SANS 10252-1 and SANS 10254. It does not require a plumbing certificate of compliance when a house is sold, although the offer to purchase may.
If you lose water to a burst pipe, a burst geyser or an underground leak, the municipality may grant a rebate on it under section 89(2). Report it within seven days with a certificate from a plumber. We issue that certificate after the repair.
When the storm came
In the April 2024 storm, with houses damaged all over Stellenbosch, a customer phoned Malan on a Sunday morning, sure it would be nearly impossible to get help at short notice. Two of our plumbers were at the door by ten. That is what being based in town means.
